The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 5609— A Bill to amend and reenact §49-5-101 of the Code of West Virginia, 1931, as amended, relating to the confidentiality of records; providing that the Department of Human Services shall provide the Foster Care Ombudsman information related to abuse or neglect proceedings upon request; providing that the Department of Human Services shall provide the identity of a person who made a report of abuse or neglect; requiring the Foster Care Ombudsman, or his or her designee, to be acting in the course of his or her official duties; and providing that the Legislative Oversight Commission on Health and Human Resources Accountability and its designees acting in the course of official duties and acting in executive session may be provided information related to child abuse or neglect proceedings upon request.
